I wonder if that was actually in the script or if it's something that Pennock came up with on his own.

(  I asked him that very question one time because it was just so over the top and hysterically funny and believe it or not he said it was in the script.    Whoever wrote that script (I forget now) must have wanted Cyrus to come across as a secret perv!!  )

It must have sounded more innocuous in the script than it appeared on screen. Even as a somewhat naive teenager, that registered very strongly as something not remotely innocent.

(  Not the slightest bit innocent. Though I suspect none of us fully appreciated it until we saw it again in the '90s as adults!!)

Whoever wrote that script (I forget now) must have wanted Cyrus to come across as a secret perv!! 

I just looked up the ep and Joe Caldwell wrote the script and Henry Kaplan directed it. Given his reputation, I can just imagine the things Kaplan was shouting during rehearsals of that scene!! And Pennock had better have gotten a good mark when Kaplan went around to the dressings rooms after taping.
