As for the question at hand, boy this is such a hard choice. Here we have two good looking men groaning and growling and turning themselves into wild beasts!:-* I think Quentin did suffer the most agony over it,  he always looked so tortured and you really felt sorry for him. :'(
As far as the best wolf cry, I'd have to go with Don Briscoe because I thought his cries always sounded so mean and masculine. [scrm] [bawl]

David Selby was a far better actor than Don Briscoe; however, I think Briscoe probably did better werewolf transformation scenes. And a complete and total ROFL at Bob the Bartender's post.

Yes I too would like to I Ching a LOL back through time to 2002 (back when the board wouldn't let me join!) at Bob for Jeff Clark, Wolf Man.  I think though, that with Jeff or Willie, the horrific transformation might work the other way.   Or... Suddenly, whoever's there watching it happen would say, hey, Jeff, you really need a shave all of a sudden, but relatively speaking, you've calmed down a little....

Quentin always seem to bend himself in half, sideways, whenever the transformation happened.
