This is something that I've thought about a lot, actually, and I've posted my ideas other places, but there are a few members of my dream cast that I'm really attached to:
Victoria: Zooey Deschanel - though, I have to say, I've recently fallen in love with the idea of Carey Mulligan in the role. And as much as I love Anne Hathaway, I don't want her to get the role, because I think she's the obvious choice. I'm not sure she'd take it, though, for similar reasons as why she didn't take the role of Alice in Burton's Alice in Wonderland.
Roger: John Simm. I haven't seen him in very much - only as the Master in the new Doctor Who series, but I think he's a fantastic actor and could definitely pull it off.
Quentin (if he's even there): Andrew Garfield. This one's more based on looks than anything else, but I think he's another excellent actor. Besides, he was in The Social Network, as was David Selby, so there might be a ~connection there .Yeah, yeah, I'm grasping.
As for others... Looks-wise, I like the idea of Amanda Seyfried as Angelique, though I'm not sure she could pull it off acting-wise. Also, if Helena Bonham Carter's going to be there anywhere, I think she'd make an excellent Laura.
