First, is the 'non-regular' guy Mr. Best? (or was he should I say)?

Also...it's ick ick her, glad the sci-fi logo is right smack-dab in middle of her neck.

That's a cop named Hamilton, played by Colin Hamilton.  I think his only other appearance was in the lost episode.

Come to think of it, he does resemble that other actor (Best/Bass).
