On Today's CE&A board, the 'side' montage, there's a 'scruffy' looking dude. His picture is right above Jean Simmons'. Who is the actor and which character was he on the '90 series?

It's Michael T. Weiss (The Pretender) playing fisherman Joe Haskell. He's also Peter Bradford-- Victoria's defender-- in 1790.
