I read this one on a general DVD discussion forum:
"Why did every episode start with a weather report?
'The sky looms darkly over the bay at Collinswood' or something like that."

Well, that's just to let the viewer know that the sun never shines in Collinsport. It's always dark, gloomy, and rainy. HELLO Gothic atmosphere, this is your close up. ;)

Someone should explain to that person that the answer is quite simple, really - when used it's a perfect and quick way to set the mood. ;) Though, of course, it's actually an exaggeration to say that "every" episode begins that way because clearly they don't.
