Cool article, MB! I don't have any recollection of hearing that the show was actually created as a vehicle specifically for Kate Jackson! (Moreover, that she was also key in coming up with the title.)

Kate and/or her agent were very smart. When they negotiated her The Rookies contracts, she was guaranteed a Made-for-TV movie during the hiatuses (which is why she did Satan's School For Girls, Death Cruise, and Death at Love House for Spelling Goldberg - and she was quaranteed a pilot after The Rookies ended. Given that she had a supporting role, it's amazing that her contracts had better guarantees than the three male leads had.

I think that Kate was getting more fan mail than her male costars on The Rookies, so the network knew that she had a following. Until Michael Ontkean got the Twin Peaks gig, none of the guys from The Rookies had another successful series.
