This Robservations falls into the period where there isn't much detail. The way the quote comes up is that after Sam explains that a strange little girl told him where he might find Maggie, Dr. Woodard makes the quoted remark...
And this is the second quote from this ep. The first (Dr. Woodard - 'We three MUST be the only three in the world') was back on April 16th of 2020.
