----------------------I have a theory that the number reflects the order in which a still was taken, and it may also reflect the order in which the corresponding scene was shot. The second part of that theory stems from the facts that 1) the still with #1 is this one:

and as we know from the "Film Begins With A Funeral" article in the NoDS Pressbook, the funeral was indeed the first sequence that was shot, plus 2) other photos that were published during early production also have low numbers. (Unfortunately, though, not every print of every still is numbered. In fact, I'd say that around half of the stills that I own are not numbered. Though with some of them I have come across a numbered print online...)
