I'll take a stab at guessing about Judith's wardrobe in 1897. Maybe it establishes her station. One would expect a woman of her stature to have an extensive (and fancy) wardrobe, whereas you wouldn't expect the servants, governess', or a subordinate grand daughter for that matter to have such a splendid array. Could also be a way to show that now that she has money up the wahzoo she is enjoying it - ie. spending it on herself making up for a lifetime of subordination. I can't think of any other female character presently on the show who's station would warrant an extensive (and high-class) wardrobe. Her absence at times is usually explained by her being in Collinsport - maybe she is at the dressmakers viewing and ordering the latest fashions...
