'New Poll' option missing in Current Talk menu

I wondering if there is a technical problem, or does the software have limitations. Would be curious to know. Thanks.

Because so many new polls were created recently, a moratorium was put on creating more new ones. But as soon as the current batch expire, the "New Poll" button will return.  :)
